I wonder why Toyota doesn't make the oil pan a shade bigger so four quarts works out to be just below the line?

Because, after you have dealt with customers for years, you learn the hard way that they are apt to complain less if you do the job all over again. Preferably in front of them. Often, it's not about fixing the problem - it's about giving them more attention.
