    Yes. You'll want all four wheels to be of the same type for safety. Where I live, it's illegal to mix studded tires and non studded tires on cars.

    Yes. But if salt is used on the roads, it usually increases the wear on your rims so go for rims that are easy to clean.
    Also, it's easier to switch between the two sets if all tires have their own rims.
