windshield Defogger not working

    When I removed the cabin air filter, It was very very dirty, full of leaves, straws and dirt. Some of the dirt may have passed through the filter. Therefore I want to remove the blower to clean it possibly replace it with a new one.

    Well, it kind of was ... that is, at the factory, the fan went in before the instrument panel. To get it out, you can either remove the instrument panel (lots of steps, subscribe to techinfo.toyota.com and refer to the manual), or remove the glove box and then cut the lower part of the instrument panel (where the glove box hinges attach) at the two molded-in indicated spots. That gives you access to the blower.

    You'll notice that lower part of the instrument panel also has two molded-in screw locations, just outside of the part you cut out. There is a repair section available from the dealer; once you have put the fan back in, you put the repair segment in place of the part you cut out, and screw it in place at those two locations. It's all covered in the manual.

    Nothing big enough to stop motor, maybe dust + damp air + time

    I drew a red circle on the attached picture. Is that the plastic piece I need to cut out or more?

    No, that's not it. You'll probably really want to see how it's done in the manual, especially because the replacement part from Toyota only comes in one size and shape and so the cutting needs to be done so the repair part will still attach. $15 at techinfo.toyota.com is probably not too much to spend on making sure you know what you're doing ... especially if you use the opportunity to download as much other service info as you think you might want in the future.
