In principle yes. But you know they’d only have one station for the whole state, and it would be 101 miles away from anyone, and you’d have to book your appointment 2 years in advance, and the state computer would be down that day.

Necessity dictates that "things" can not be "fair" from everybody's point of view.
    "Fair" is not an absolute.

Where I live the cost of road maintenance tax in my state is 3% on the value of the vehicle.
In 2020 for my Prius will be something close to $ 900.00.
Only you do not have the idea of the calamity that the roads are here because the money raised is used goes to a single box, and ends up being used to pay the back wages of public officials such as teachers and police.

Move to Wash DC as you get hybrid and plug in "subsidy" (sales tax exclusion over 40 MPG CITY ).

Some red states have started taxing gasoline hybrids...Idaho was first. Most of the blue more populous states do not tax gaso hybrids.

You need to look at total tax picture...some states have annual local tax on the value of the car, so that can become somewhat of a heavy tax on more expensive cars so indirectly discourages more expensive hybrids/plug ins.

Oregon has been a great deal for drivers many years. No state sales tax that’s great when you purchase a new car, and very low vehicle registration fees. I recently moved here and found that the DMV fees have been slowly creeping up. My title, transfer, plates, and registration were $360. That is for two years and renewal will be $112 for the next two years. No ridiculous hybrid/BEV penalties.

And, on my visit to Astoria OR DVM there were 3 customers in the building! I walked in the clerk said “may I help you?” Hah hah ha ha ha ha ha!

It's not pleasant, but just how often do you have to go there?

    No online or by-mail renewals?

I've been doing renewals from home for longer than I can remember.

I would think that off all the costs involved in living in a retirement state, any EV registration fees would be near the bottom. Housing, food, taxes (particularly on retirement income), energy, etc., will far exceed any EV fees.

Rarely, but never again. It’s like going to the doctor.

Of course you don’t plan your retirement on state DMV fees and lines etc, but it’s indicative of the rat race crowded urban situation esp. now in California. Later -
