It's a source of 30 legitimate dollars to the seller....

There's been at least one other thread discussing that idea ... some of which even contain the observation that some nonconductive materials are used in the throttle body, such that the "grounding kit" will do precisely gornisht, because the spots you'd attach the "kit" have zero continuity to the sensor or motor you're supposedly improving the grounding of.

Which is all sort of ok, really, because Toyota made sure to ground the motor and the sensor by direct wiring, and even to use separate wiring for instrument grounding (generally brown), independent of the general purpose grounds (generally white with black stripe) for electrical noise isolation, because they are engineers designing your car and they know what they're doing.

But they get good salaries from Toyota, so they don't need your $30 as much as this joker does.
