in WA you must have insurance and a drivers license to register a car in the state. sounds like the driver of the car had nothing. no license, no insurance and probably running out the remainder of his previous registration IF the tabs were still valid. *edit* just reminded by my "backseat" poster that insurance or a bond is required.
The scam in CA is to get insurance long enough to get your car registration, then cancel it and get a refund of the money.
