Id say his MPG has been drastically reduced.... the empty trailer would be too much for the prius, some people have no common sense

Which is fine if the towing isn't going to be done at speed. When it came out the gen4 would have a tow rating in some markets, we learned that the weak link for previous generations was in there not being enough cooling of the fluid for what is actually a normal automatic transmission fluid. People doing 30k mile fluid changes of the gen2 transaxle were reporting that the fluid could have a burnt smell without the car doing any towing. I posted an article on why there are different tow ratings in the US and most of the rest of the world in the Other Car section. it comes down to the tongue weight under the different regulations. In the US, the tongue weight is 10% to 15% of the trailer weight, and it is half that in the UK. The 5% to 7% tongue weight in the UK means less weight taking up the car's payload rating, and less strain placed on the frame. So small cars there get what is an effective tow rating. But UK regulations require trailer brakes at lower weights than the US, and placing a higher percentage of weight back on the trailer has a negative effect on trailer stability. The speed limit while towing is a hard 60mph there. Go over that, and you will lose control of the trailer and car. US regulations err on the side of safety. The higher tongue weight means lower trailer weight overall, but you can safety pull the trailer at higher speeds.
