The cigarette lighter is never connected to the HV battery. It's connected to the 12-v battery. Costal Tech sells a gizmo that makes the lighter always active (for charging your cell phone, for example) and with that you could charge your 12-v battery from a solar panel. But the car keeps that charged anyway. Apparently some folks use those, however, to keep the 12-v battery charged when the car won't be driven for a few months. But that's only the 12-v battery.

Those things look cool, and it's great what they're doing. But it's not quite ready to power a Prius yet.
