Snow tires - when and what to get?

The problem here is the constant hills, some more severe than others. Fairly easy to go slow and get some traction ion the flats. Most around here have given up on the sparse road crews in winter, and the percentage of snow tires with studs is probably higher now than decades ago. First year in many that I could have used them.
