is not a statement it is a question to the original question, "Can we make a thread that's entirely made of questions?" (not statements ending in question marks) so in answer to your question 'no' there is not supposed to be a question mark at the end of the statement as the question is an allusion to the original question in Hamlet which is also not ended with a question mark and if Shakespeare can end perhaps the most important question of all time with a period 'to be or not to be that is the question.', then I question your question.

 

Is a questioning statement the same thing as stating a question?

 

Isn't a questioning statement merely an opinion and not an actual question?
