Your Gen 2 had a bladder though. That was a US only "feature".

Like just thinking basically your only problem is that the pump is stoping “filling the tank to full” but how do you know how much gas is originally in the tank? The gas gauge only has 10 states so 45÷10=4.5 so each pip= 4.5L. The gas level could be anywhere within that range. Unless he is calculating the gas level by filling up the tank and /or noting his mileage and mpg, then waiting till the tank is like 1 pip and calculating the fill up using the gas pump or mpg and mileage, we can not be sure if there is actually a problem or just margin of error with the gauge.

 

I would be finding another Toyota Hybrid qualified technician that can do proper diagnostics. One of the pitfalls of choosing not to use a properly trained mechanic. Just because a code is set for a sensor, does not mean the sensor is bad. A P0420 does not mean the catalytic converter is bad and needs to be replaced, Likewise with P0037 and P0038. Your technician needs to be able to read the live data on the sensors and know what looks right and what looks wrong before making a judgement about what is broken. In addition, there could be problems with sockets, plugs, wires and the ECU that need to be ruled in or out. If it were easy we would not need them to be trained nor pay them the big bucks, and, if you are paying the big bucks, they better get it right.

Totally agree with this, also has nothing to do with whether there is a bladder or not. I can categorically say that this does make a difference (in a non-NA fuel tank). The only thing that you need to be careful with, is that since the nozzle is not fully inside the filler neck, there is a real risk of splash back, so care is needed to slow the flow as the tank get fuller. I also find it useful to not have the filler nozzle in the straight up and down position, but have it turned in to the left (or right, it doesn't matter) by about 30-40º and find that the nozzle trigger guard rests quite nicely on the filler lid lock tab.

Let's clear the air on this quite categorically, the only jurisdiction that marketed the gas tank bladder was the North American market. All other markets did not have the fuel tank bladder. Therefore the OP does not have to worry about this.

Even so this particular feature is bladder agnostic. So, this point is moot.

This is probably the crux of the matter, you have no way to know, to this level of accuracy, whether the fill is short by two or three litres. Just fill till the pump shuts of and call it done, as long as you're in the the ballpark of 2-3 litres of your estimate.

I think you are sweating the small stuff.

 

My fix has always been to fuel it fast about the first half, then fill at 1/2 speed or a little less. If i don't do this it won't fill all the way, or will splash gas back at me.

 

Mine is the same. Sometimes have to adjust 2 or 3 times to keep it flowing.
