Q: is this contagious and if it is, does it respect international boundaries?

A: It does not respect International boundaries. (See Equifax). The latest news says they were warned of the security issues months before the breach announcement.

Maybe, but I meant the 'unqualified inspectors' being used for quality control in the Japanese auto industry

Reuters: Embattled Kobe Steel Ltd is seeking 50 billion yen ($440 million) in loans from banks, a banking source said on Monday, while a shareholder said it was ready to offer assistance as the company grapples with a scandal over falsified product specifications.

Japan’s third-largest steelmaker also pulled its forecast for a first annual profit in three years while it deals with the financial impact of one of Japan’s biggest corporate scandals. Kobe Steel is losing customers and said on Friday it had the government-sanctioned seal of quality revoked on some of its products.

Gee, that sounds pretty serious for Kobe Steel.

I found this source: Kobe Steel loses Japan quality seal on some copper products - ABC News

Over the years, ISO-9000 certification changes from the 2001 version went the wrong way. Our last ISO audit was an exercise in reading prose without verification the training was tied to the employee work skills. For example, universal employee training on an obscure 'contract ethics' course was in our ISO documentation while there was nothing about technical courses that could apply to the work performed. So I am not surprised when similar ISO outcomes show up in other companies.

I contacted at a major garage door manufacturer that was ISO-9000 certified during their audit period. My colleagues and I were told to lie if we were asked any questions by the auditors about our knowledge of the procedures and processes. I felt that was particularly slimy, but I'm not a good liar. That particular company was not very ethical.
