But their Black U.S. guards could not accompany them into the bars, instead having to wait outside. Segregation.
I don't believe it is new. Currently the asylum seekers have 150 days to spend on those scenic drives before being able to get a legal job. During the P45 Administration, this was increased to 365 vacation days, but then cut back to 150 days again under P46.

So you were referring just to your state, not the feds. My state has not required legal permanent residency in order to get a driver's license since ... nearly forever. Long term foreign visitors and even illegal immigrants could get DLs or IDs, for proof of ID, age, and of course to drive. This is one reason my state was one of the first of offer a separate "enhanced" DL, to also prove citizenship, as a passport for traveling to Canada, Mexico, and the Caribbean (only, not world-wide), and to satisfy Real ID requirements for the TSA for domestic airline travel. There was a big push to get state residents to get this enhanced version just before the 2010 Olympics in nearby Vancouver.
It keeps attendants employed, and let's you remain seated in your warm car in winter. Yep, nowadays I fill in Virginia too when I go to North Jersey to visit.

There's no such thing as an illegal or 'undocumented' immigrant. If you're an immigrant, you're legal. ^ That. I've always thought that it's stupid AH to deny illegal residents access to a driver's license, which also denies them access to insurance WHICH also means that MY insurance is more expensive. If you're going to let people break into the country, you might as well give them a chance to earn their keep while they're here, or at the very least not cost us as much. Give them a work permit and the math gets even more host-nation friendly. Perhaps the number of "Help Wanted" signs will be reduced somewhat. If we set the price of admission at 50% of that which the narcotraficantes charge, who knows? Human trafficking (modern slavery) might be positively affected.
State or Commonwealth? You may just want to sit this one out. I seem to recall a kerfuffle when somebody injected a few dozen 'undocumented' guests into one of your gated communities, and the state west of yours is now NIMBY'ing hundreds if not thousands of others.
