I don't see forcing people to get picture ID, but then they don't have to participate. Same thing goes with a driver's license: you don't need one to drive a car, but if you want to drive on public roads, then you have to have one. Here in Texas you must have your voter registration card and/or photo ID to vote. No card, no ID, no vote. New cards are automatically sent every two years, I think...I can see my card on the fridge, but don't want to go check.
