Totally the dealer's fault. It is their responsibility to keep cars on the lot in saleable condition and if they didn't, too bad for them. This also goes for any car on the lot that didn't have the 12V battery maintained, GM won't eat them, either.

So do you think Volt2 will be 50-state car like Prius, or have different labels for CARB states?
Does EPA Tier III imply getting rid or CARB/non-CARN states as we know it? When?

Yes, I think the new Volt will be 50 state.

There will be different labels only if there is different emission equipment.
The 'federal' gen1s were still sold in California. In the past, federal models couldn't be sold, and likely registered in California. The gen1 was clean enough for CARB, but not for the HOV stickers. That is the only reason GM came out with two different labels.

CARB will probably keep doing their own thing.
The ultra-low sulfur gasoline is supposed to start phasing in during 2017. Without that, gasoline cars can't be certified for Tier 3. Some diesels already hold Tier 3 emission certs.

I guess Power Service will be coming out with a ULSG lubricity additive then. ;)

So, the Chevy dealer is kaput? I'm asking 'cause some were interested over on the Volt Forums.

any source for guesstimations as to what that will do to cost per gallon? With uber low prices pretty much nationwide, one would think it would be a great time to introduce chemistry that might raise prices - much less a good time to add some Road taxes that are past due.

If you are right, we should probably expect to see the Volt2 warranty guide look like Toyota rules (must be bought in CARB state etc). But I am thinking we'll see a CARB Volt with different sticker.

This is really off topic from the volt but here goes.
EPA slashes sulfur allowed in gasoline to cut smog
EPA put out a 1000 page rule book for cars and this is part of it. Catalytic converters should get $76 more expensive because of the new rules, and gasoline goes up $0.00666 according to the epa, the price of the beast, or $0.09 according to refinters outside of california. It won't add costs to california at all, since they already have the rule.

[/rant on] This is a dumb new rule the epa impossed because they wanted to be like california It requires more natural gas be used to make hydrogen to removes sulfur from gasoline from 30 ppm to 10 ppm. Outside of areas with very polluted air there are no health benefits so the epa is making them up. The 2000 rules made cars much cleaner than cars in the 90s, but this does little except on paper. Auto companies like the new complicated rule because they can sell more expensive cars to all the states not just California. The same direct injectors can be used in europe and all the states. EPA didn't raise octane which would have allowed cars to be more efficient, or impossed an open fuel standard to allow that same natural gas to be added as methanol and less used to clean sulfur. 1000 pages of legal bizzare rules, instead of 3 pages of good regulations. Really stupid stuff. Oh ghg just went up with this rule in 49 states.[/rant off]

It would be a great time to change rules on octane and alcohol (methanol, ethanol) content allowed in new cars as part of cafe. Also a good time to make regulations simple instead of 1000 page manuals that each refiner and car manufacturer requires a team of lawyers to comply and lobbyists to write. Oh and good time to put on an oil tax.

    Two out of three:
I'm OK with 1 and 3, As for regulations, I'll have to read them first.

Now if the regulations begin with:

Because so many states are not testing vehicle emissions, . . .

This afternoon I was driving home and a POS, compact sedan, sun faded paint was in front:
    • exhaust stink of the old, pre-catalytic converter days
    • fuel smell like one cylinder wasn't firing
A tailgater who then changed lanes twice approaching a light to wind up behind a mini-van. Just another stinking example of why the EPA is needed when states abrogate any responsibility for the crap that runs down their streets and roads.

This is a bit of a bummer, but I was planning on waiting till the Model 3 'reveal' in March anyway just in case that car could possibly change my mind about the Volt.

I would think the 2017 lower gaso sulfur costs are mostly already in the system. If I recall there were incentives for early adoption, so I would think the gaso sulfur has been getting lower already for at least a year now. The nose knows. The lower sulfur was threatened, or should I say planned, for many years, so it's not like some sudden change in plans.

...maybe this is some of the low hanging fruit EPA is going after with the tough new ozone regs to be announced soon.

Some additional info. Well sort of:

Chevrolet Volt National Launch Delayed For "Additional Content" Added To 2017 Model

They don't specify what the extra content is, but if it's not related to the EV stuff, I'm wondering what it is. And why they couldn't of just put it on the 2016 Volt.

Speculation is more accessories and faster charging. The drivetrain is suppose to stay the same.

There is a HybridCars article quoting a GM spokesperson named Kevin Kelly:
