I think the confusion is that in the picture the new wheel doesn't look like it has a tire mounted...
BUT, it's a 17x9 rim with a 215 tire so basically the tire is hidden because it is so much narrower than the rim...
It's there, you just can't see it from the angle shown.

yeah, that was exactly my question. it appeared in the pic that it was the rim only.
