    That's understandable...but it seems there are not many real car pools. In VA we have a successful car pool program on I95, so those folks were up in arms when the SOV hybrids started taking over. So that ended the I95 hybrid exclusion by 2006, and by 2011 on I66. Now we are converting everything to Lexus Lanes (pay thru the nose) or HOV-3 with no green car SOV. Remains to be seen if we can encourage HOV-3 car pools on I66 where it was not as popular.

    I assumed CA was going to (and DoE was going to allow) using HOV to entice plug-in ownership and just let the lanes fill up...maybe add new lanes. Maybe not?

    everything hybrid got in under that system ...
    like the 19mpg Hybrid Caddy SUV ..... legislator/lobbyists heading into DC. Geee ... soooo surprised that was a fail.

    My wife commuted down I66 from Oakton in an HOV-3 (Prius no less!) for about 5 years. Had to get up at 4:15 AM to do it. Which is why we retired and no longer live there. I pity you all for another year with the metro updates (finally). Only goes to show how neglecting infrastructure causes everyone to pay more in the end in taxes and time/inconvenience.

    MIke- did your wife have the HOV plates? That's going away pretty soon on I-66 as we are going to HOT-3 on I-66 starting inside the Beltway and then all the way out.

    The guy who drove the Prius had a parking space by virtue of having 2 riders. Her value add IIRC was she got him to the required count to use the HOV lanes and the parking space even if one person was missing. Came in from Ashton and picked her up at Fair Oaks. Don't know about any HOV plate...this was 8+ years ago. Only gotten worse.

    At least in SoCal, there are many more solo riders in HOV lanes than solo riders with HOV stickers in HOV lanes, especially with how little enforcement there is (you would think it would be an easy money maker for the state).

    I have confirmation from California that SB 838 had passed 2 days ago with Gov Brown signature per my prior post (above).

    Oddly however, no press outlet nor green car website has yet to proclaim the CA green HOV sticker allowance (limit removed to make it like white HOV stickers). So I wait for someone to interpret the situation.
