    I think that Wikipedia article editorializes a bit.

    Much of the cost is the vehicle weight tax and the premium for compulsory liability insurance, which also apply to new cars. If the car is in good condition, it’s quite possible do a so-called “user shaken,” i.e., bringing your own car to the inspection station, for which I gather the inspection itself costs on the order of ¥2000—less than the price of a Smog Check test here in California.

    Many Japanese motorists, however, choose to have the shaken done on a full-service basis by an authorized dealer, who of course takes full responsibility for replacing (at the customer’s expense) any parts that have the slightest chance of causing a failure.
