I am not sure I fully understand the situation you are in (more details?).
Could be a malfunction in the immobilizer system (EU version manual English page 190).
Could be a malfunction in the P position control system (pages 282, 569).
There is an emergency start procedure in page 614. Summary:

When the hybrid system does not start, the following steps may start it as an interim measure:
    1. Set the parking brake.
    2. Turn the POWER switch to ACCESSORY mode.
    3. Press and hold the POWER switch for about 15 seconds while depressing the brake pedal firmly.

Even if the hybrid system can be started this way, it may be malfunctioning. Have the car inspected by an authorized dealer.

    Good luck:)

It looks like a used Japanese import, and he's in Russia, so that may not be an option...

Yes, it seems so. The statement you have quoted is not mine it's the manual's.
The level of DIY repair he is doing or trying to do is in fact dealer's level which may indicate that he does not have one in his area. I doubt if this community can be of help.
I hope he is aware of the risks he takes. It is not a 1970 Corolla.

Yes, I am aware the risks. Unfortunately, dealer's level is "bear with vodka and balalaika" :)
Could you please send me this manual ? I don't have it.
    Yes.
Yes.But it was before the error.

I have a printed copy only.
You can find e-manuals in Toyota EU site as pdfs. Try:
    Toyota Europe
Apparently, there are 3 versions for model 2012 depending on month of manufacture (probably with only minor references). Your car seems to be Japanese model but still EU manuals may be of help to you.
Best of luck and be careful with the high voltage components:)

Hello everyone! It's me again :)
I still looking solution of the my problem. I checked the voltage on cells, again
Almost all cells of traction battery have voltage from 3.71 to 3.73v. Is it normal ? Could you tell me please, how in your car ?
But the 56th cell has 1v. I think in that's the problem.
Anybody know where can I buy 1 cell to li-ion battery ?

Hello, I have the same problem with my 2013 Prius Plug-In Hybrid. DId you get yours fixed?
My 150A fuse was blown. I replaced it but it didn't fix it. The new fuse did not blow but codes won't clear and the Prius wont go at all.

    Codes P1A64, P1A67, P1A61, and P31AB.

All battery cell voltage checked same as yours with nominal voltage at 3.7 volts. Does anyone else have a Hybrid Plug-in and is using the Torque App? I want to know that the normal voltages are for PIDs V09 through V12. Mine shows V09 at 51.2 and the next three at various voltages.

I received a "Check Hybrid System" message. Pulled over and then car won't even start. Check the codes and got P1A64, P1A67, P1A61, and P31AB.

you're in the right forum, but not all the experts are here. you could try gen 3 maint. and troubleshooting for more eyeballs.
have you owned her since new?

what are you reading codes with?

    Second owner.

I'm using Torque App with a BAFX bluetooth OBDII diagnostic tool. Also, just the basic PIDs that came with Torque. I thought it was pretty amazing detail.

if you use mini vci, you get the sub codes, and can go to toyota tech info for $15./2 day subscription for code deciphering and troubleshooting.
