actually i just looked at this again, and the article is literally a transcript of the video. here's the relevant portion, btw:
i guess "next week" is actually next week…you can search for bills authored by him here Search Bills and follow up the progress there as well.

Does anyone know if you need to have a california driver's license in order to get the sticker? I'm moving to CA in 6 months, and registered my new PiP in CA already (still waiting for plates).

    Here's the form: http://www.dmv.ca.gov/forms/reg/reg1000.pdf
its only requirement is that the information provided on it match the information on your car registration. if you have registered the car already (how did you manage to do that and NOT get plates??), then that's all you need.
oh, and, you can't submit the application until you get plates assigned. note that this obviously happens before you physically get them – you can call the DMV, give them your VIN, and ask whether they have assigned plates to you yet. if they have, you can ask them for the plate number and put that on the form.

Eyespii joined Monday, and just bought the car. So registration is in process, and he/she is waiting on the plates, which one assumes will go to the address to which the car is registered in California. Or can you have a CA registration using an out-of-state address? I think they do that for active military, and maybe other circumstances, such as eyespii's.
Note to eyespii- You may already know this, but you have a very limited time to get your drivers' license (10 days, IIRC) once you establish residence or start a job here in CA, so you should make it one of the first things you do. Welcome to PriusChat, and enjoy your PiP! :)

    Thanks for the welcome!

You are correct, sorry for the confusion. The car is only a week old, and registration is in process right now with a california address. I have not yet received plates.

So in order to receive the sticker, I should just fill out the information according to what I submitted to the dealer when I bought the car, right? I registered the vehicle using a california address (used my parents' address, whose house I will be living in), and used my AZ driver's license number. I guess I won't officially establish residency until July when I start getting my paychecks. I just wanted to make sure I didn't need to make a special trip to CA just to get a new driver's license before I applied for the sticker.

    Thanks for the help everyone!

yep, sounds right. just don't forget to make sure you get, and fill in, the license plate number before sending off the form.

Should I be concerned? Is it time to contact DMV?

I got rear ended in late November which required the whole rear bumper to be resprayed.

Date application for replacement sent : 12/20/12
    check cashed 1/29/13
    Replacement stickers received 1/31/13

The wait seemed even longer ; )

Got my plates in the mail! Only took about a week and a half from when I bought the car.

Last question about the form - sorry! In section A, where it asks for the registered owner information, should I be putting the address where the car is registered (in CA), or the address listed on my driver's license (in AZ)? From reading the FAQ, it looks like I should be putting the address that the DMV has on file for the owner, so I should be putting my AZ address right now. Does that sound right?

section A says current registered owner info. so it should match YOUR info, not vehicle's info.
you should probably provide the CA address for your mailing address.
