GOT MY HOV STICKERS in NY

    How is the congestion situation on those other highways?

    Federal regulations permit these SOV exceptions in the HOV lanes only when it doesn't seriously impact congestion. This is why my state does not have a similar program -- so many of us have hybrids that we would turn the HOV lanes into parking lots, wrecking mass transit schedules.
