Prius shouldn't even need brakes. Just put your car in neutral and let it glide to a stop. If you hit something you are driving too fast for conditions.

 

I've been thinking about this topic, and just wanted to add something -

I've found while driving I haven't adapted my driving to "have more space" (well - I always have a safe margin no matter what I drive), I have adapted where if I'm braking, and I hit a bump and the brakes have that gap, I immediately press down on the brake pedal harder.

Not trying to be mean here, not trying to be argumentative but do me a favor.

Get into a nice car with a strong or large sized motor. Get to the speed you experience this braking problem in, go into a much lower gear and downshift in a way that makes the revs climb. Go over the bump. See if the car "lets go."

Yes, it likely will. It's called engine braking. I'm not saying it's the safest thing in the world, but if you want the benefit of regenerative engine braking, and less wear on brakes, and to charge up that nice NiMH pack in the back... then you have to live with it. lol
