Fuel economy for short distances

I think I've heard some Prius Prime owners indicate that some fuel consumption is also forced by software, but the interval was over a year. The first generation Chevy Volts also had some forced consumption, over a shorter period probably similar to that Jeep, but I don't remember it being anywhere near 4 gallons.
