I saw that, but there is a big, big difference between a utility expending effort to provide paperwork to the regulators vs. a determined group of experts solely focused on finding and eliminating any questionable section of pipe. (e.g. BP is not to be excused at all for the conditions and events causing the Deepwater Horizon incident, but the response showed that the company did not take shortcuts afterwords to get it stopped. Now it remains to be seen if BP establishes a new standard of safety and integrity in operations.)
