forget the maximum, what's the minimum MPG?

I'm not so sure of that. Yes, the car does go through the initial 'test' warmup stage, but I believe it goes through it much faster, as I have in the past gotten 70 MPG within 5 miles after filling up with fuel after a 23-50 mile commute.
That was in moderate weather before the tires were changed out.

One could try letting the car sit there 5 minutes with the climate system off. If it were time based, it should be in the higher stages if time based and not temp based in any way.
