From what I've read about the Volt, it has a pump that can create either vacuum or pressure in the tank, depending on which is needed. That's why the car tell you when it's ready to be filled. The PIP is probably using a similar system.

 

If your driving short trips with your PIP and the engine should come on it can really impact your mileage. The best way to avoid this on short trips is keep your temperature set to low; this keeps the ICE from firing up on colder days. Don’t do jack rabbit starts, this is a guarantee the ICE will fire up. Once it does it will keep running until the catalytic converter reaches temperature. On a short trip it’s a real mileage killer. As for your trip from the dealer I think you may have read the readout wrong. You made the right mover going with the PIP. There’s no way the regular Prius can compare with the mileage you’ll enjoy with this vehicle… Congratulations and enjoy.

I think the lesson here, is don't jump to conclusions about your vehicle based on your first drive home from the lot. Along with know how to read your gauges.
