Having type 1 approval, meaning you can install it upstream of the first breaker, doesn't mean you have to, if connecting it downstream is more convenient. It's nice (not essential) to put it where its ground lead can go right to the grounding electrode conductor, which could be inside in the breaker panel, or outside in a disconnect or meter box, depending on how that was installed.
