    I haven't been following HOV sticker application news but I'd advise against sending it w/o plate numbers. It will likely be rejected.

    You might be able to get the plate # early from the dealer, before you have the plates. Some have done that before. If you have that, then send it in w/that plate #.

    not available here, and i have no need for suv or whatever they call that hideous thing.
