Poor article by LA Times. Jalopnik did a better job.

Chevy dealers are not scamming taxpayers on Volt tax credits

It all boils down to this - any dealer trying anything like this (including a Hyundai dealer, mind you) is perpetrating couple of frauds.
    - Not informing the user that they can't get the 7.5K tax credit
    - Trying to get tax credit for themselfs even though under IRS regulations the credit is applicable when bought for use or lease by the taxpayer, and not for resale

While GM can perhaps "educate" their dealers who try this, they can't do anything about Hyundai dealers.

That presumes the GM dealers that buy from other dealers then pocket the 7.5K credit are NOT telling subsequent buyers. Do you have a link to any dealers actually doing that? I haven't seen one yet.
That would necessarily be a "specific intent" fraud/crime ... so mearly showing evidence that a dealer pocketed the 7.5K doesn't prove they didn't "intend" to use the car for personal use ... as a shuttle vehcle, or loaner, for example. Again, this still permits dealers to pocket the credit ... unless specific intent is proven up. Good luck with that.

I agree, until/unless a dealer sells it telling a buyer of the $7500 and they later find they are screwed out of it it's much about nothing.

On the other hand after spending so much on these what's another $7500 anyway ;)
