I'm a newbie when it comes to the Prius C, but whereabouts are the vents located exactly?

In front of the rear seat, seat bottom on the left. Just behind the drivers seat. It's on the upright wall
under the front of the seat and above the footwell

Is there a fan to help cool the high voltage battery, if so does this cooling fan continue to run even after the car is off ? (again if so the 12v battery must get a real workout)

there is a variable speed cooling fan, if it runs after you shut the car off, it's probably powered by the hv battery it's cooling.

There is a fan (hence the vent under the seat) and it does shut off when you turn the car off. You should be able to hear it.

Found it! Thanks Drdiesel. Do the vents ever require any maintenance?

I'm sure it would, but not very much unless you leave the windows down and follow trucks on dirt roads.
Maybe about once a year you could pull the panels and clean the dust out. Otherwise it's pretty fool proof.

I've never been able to hear the fan, though I've never gone back there to look/listen when the car's been running. I do stick my hand back there from time to time to feel the air movement, though.
