    To be more clear that sentence should read:
    An average of 41 percent of drivers in the diamond lanes on Santa Clara County’s expressways were cheating at 28 locations the county monitored.

    So, if there are 4 lanes, (3 regular plus 1 HOV) and the number of cars in each is the same, then we have about 40% of 25% or 10% that are cheating. From my experience it is probably less than that. The SCC expressways are not freeways. There are stop lights every 1/4 to 1/2 mile (very few times 1 mile) and the HOV lanes are on the right side. You have to get in and out of the HOV lane in order to turn right or merge on. You are allowed to be solo in the HOV lane during this time.

    Gotta love the comment section...that's the only way I knew, weeks ago a few folks were saying all along the green stickers were still alive, in all the blogs saying the green stickers were dead.

    I been predicting green sticker comeback all year, so I've invested a lot of mental energy on it...at least it finally happened.
