Another approach would be to add a greenhouse tax to every gallon of gas or diesel that was sold. Add insult to injury (from the Hummer owners perspective) by rebating some amount of the tax to hybrid or EV owners. Better yet, have two tiers to the rebate - Tier 1 for non-EV hybrid cars and Tier 2 (at 2x the Tier 1 rate) for EV cars.... Depending on what the $ worked out to, you might see more action on the EV front.
