Bush revises protections for endangered species.

"Just six weeks before President-elect Barack Obama takes office, the Bush administration issued revised endangered species regulations Thursday to reduce the input of federal scientists and to block the law from being used to fight global warming.

The changes, which will go into effect in about 30 days, were completed in just four months. But they could take Obama much longer to reverse.

They will eliminate some of the mandatory, independent reviews that government scientists have performed for 35 years on dams, power plants, timber sales and other projects, a step that developers and other federal agencies have blamed for delays and cost increases.

The rules also prohibit federal agencies from evaluating the effect on endangered species and the places they live from a project's contribution to increased global warming."

Didn't take long.

"Acting only hours after his inauguration, President Barack Obama has ordered a freeze on new or proposed regulations at all government agencies and departments. In a memo issued by new White House Chief of Staff Rahm Emanuel, the president tells agency and department heads that :

"...no proposed or final regulation should be sent to the Office of Federal Register for publication unless and until it has been reviewed and approved by a department or agency head appointed or designated by the President after noon on January 20, 2009, or in the case of the Department of Defense, the Secretary of Defense."​

The memo also orders the withdrawal of all final or proposed regulations not yet published by the Federal Register. Department and agency heads have also been asked to "consider extending for 60 days the effective date of regulations that have been published in the Federal Register but not yet taken effect" unless they impact health, safety, environmental, financial, or national security matters -- obviously now subject to the interpretation of Obama's appointees."

 

Another positive sign.

"The U.S. Environmental Protection Agency placed a hold on approval of a coal-fired power plant in South Dakota, a move environmental groups say indicates increased scrutiny under President Barack Obama.

“This is a signal that the Obama administration is taking a much harder look at coal power from the previous administration,†said Darrell Gerber, a program coordinator at Washington-based Clean Water Action, which along with the Sierra Club opposed the plant.


The EPA said in a letter to the South Dakota Department of Environment and Natural Resources yesterday that the state didn’t meet requirements under the Clean Air Act in part of its proposed permit for the plant. The state has 90 days to respond to the agency’s objections."

 

Obama needs to put a retroactive hold on any possible *secret* pardons junior may have dictated.
