Yes I drive a bit slower to extend my EV range. I drive the speed limit most of the time but if there's no one behind me, I'm not afraid to drop the speed a bit and get better range. The warmer temperature and streets clear of snow now are making the biggest difference in my range.

We are wandering a bit off-topic here, but ...
So why would Section 22400 not apply to someone going 65 mph when the prevailing speed is 75 mph, a speed limit of 65mph notwithstanding?

Because the speed limit is the limit with exception to only one condition as stated in section 22356. That means one cannot travel faster than the posted speed limit.

    Section 22356

V C Section 22356 Increase of Freeway Speed Limit to 70 Miles Per Hour

When I'm off the highway, I usually just do a couple mph over the speed limit and use the cruise control where I can to keep the speed consistant. On the highway, I stick with the slower 3rd, which is still over the limit, and I meter the EV with the button.

My work commute is 15 miles one way and the goal is to get there on a charge, so I take surface streets and try all the hypermiling tricks I can learn.

Weather is helping me now. I can get to within a mile now that the temperature is in the 60s in the morning. Cresting the last hill, starting out from a dead stop at a light that always gets me, is the final hurdle.

Makes a 15 mile and 40 minute commute interesting. On Tuesday, I ended with 645 mpg on the HSI. Engine was still warming up when I coasted into my favorite downhill facing parking space.

Cruise control is the enemy, unless you are on perfect flat terrain IMO.

I just found another back road, which does add 5 more minutes to my commute, but gives me another extra mile. It's almost like a game, but at the same time, it's fun exploring new neighborhoods.

I'd love to hear from the folks who don't care about slowing down traffic tho, that one really bothers me :/

On my commute, it's all flat.

Be careful. Adding time may be alright but you don't want to add distance. I tried the local route that ran parallel to the highway. Fantastic, got 13 - 14 EV miles. But wait, my commute is 1 - 2 miles longer versus hoping on the highway right away. My mpg might be higher but there's no cost savings for me doing that.

I don't care if someone is behind me as long as the lanes are open. If there is no way around me, then I speed up. I'm sorry if you're in such a hurry. Why do I have to pay because you are late or in a hurry? Again, in case of emergencies, I certainly do move out of the way or speed up if there is no way around me.

You definitely have a point about distance, so far, it only added about .5 miles.
