2017 Prius won't unlock when on

Hmm... I dont have that issue. I have the setting as "unlock all doors when shifter moves in to Park". When I put it in park and set the parking brake, I could access the hatch. When I exit and shut the door it makes that Beep-beeep-beep-beep to warn me I left the car on etc., then I could open the hatch no problem. If you dont have "unlock all doors when shifter moves in to Park", it wont work, you have to use the button on the armrest. Most cars have a "bypass" feature to open the driver's door (from the inside) even if it is lock, and it forces the driver's door to unlock.
