12V battery not charging and P3001

My 01 Prius is not charging the 12V battery and I have error code P3001.

Everyone on here said P3001 is the HV battery ECU. (which I replaced with one from the Junk Yard and still get the error code)

I charged the 12V battery over night and Autozone says that its ok. They tested it with a little machine.

What else could it be? I am at a loss. The only other thing I can think of is that the Inverter DC-DC converter part is bad. Does anyone know how I can test that? (is there a way other than replace the inverter?)

A few months after replacing the Hybrid Battery in my 2001 Prius the warning display came on with code P3011. The car operated fine. Then it started having spells where the engine revved at high rpms. The car would continue to go but appeared to be running only on the high revving ICE. Turning it off and restarting made the problem go away. Some experimentation convinced me that the problem was in the 12v battery although it checked out with a tester. I replaced the 12v battery and the warning display does not come on and the car operates the best it ever has.
