It was the first time the Prius used a canister type oil filter housing, so it was better safe than sorry I guess.
Yes, that clip is meant to prevent the housing from backing out if its loose. That clip will never be used though since you'll tighten the housing...
I drain mine every 10k miles, it gets about half full or maybe 3/4. I’ll have to measure it the next time I do an oil change.
