I love my Prius, it is a well engineered machine, and constantly surpasses my expectations, 2 years of ownership and I still learn something new...
It happens, I realized that driving aggressively to try and get back at them is very childish.., plus it just lowers my mpg and nothing positive...
Its normal..., and no the ICE will not turn off until you drop below 43mph (when it is fully warmed up)...

If you are sure that the car is started and all the fuses are good there is no reason it shouldn't be working...
Ok just to reiterate, the car must be in ready mode (ready to drive) mode in order for the drls to come on, not in 'on' state.., because they will...
