This was it. The black plug under the panel was unplugged. Plugged it in and the EV functions and hazard light button now work. And now we know...
OK thanks. I'll do that. I got it from a Mitsubishi dealer that is located next door to a Toyota dealer. I also assume they'll take care of it...
It doesn't show a mode so I assume it's just in the default normal mode. Just took the manual out and checked fuses. Nothing specifically points...
No matter how I press or hold them nothing changes on the display. Unfortunately nothing turns up for me on a google or PC search for this issue...
