I think that's not just a spot, the plastic is damaged and if you can't clean it, better repaint it or change it.
I think you should check all the greases and change it. Also the most important check all trimmings engine. Clean it very well.
I can say there's a huge difference. I'm looking to change mine.
I clean my filter once a year and if it needs - change it.
I think some of the problems can be resolved depends on the type of the car's engine - diesel or benzine.
