These are definitely not dim at night - I was actually shocked at how bright they were compared to the original halogens... these shine as bright...
For Gen 3 Priuses - Auxito H8/H9/H11 LED headlights are the ones to get... color temp - 6500K... these are plug-and-play swappable with original...

225-45/17s probably would fit nice on the 8 inch wide rims - the tires would be just a bit taller and wider than what you have now. Good luck....
