I am wondering when I should use the B mode on my 2012 Prius C. Is it to prevent me from rolling too fast when I'm going down hills? Handling the car better in the snow? Thanks for your answers.

If the Prius c is similar to Prius, B is only for extremely long downhill sections, to avoid the battery getting to the point that it's fully charged, and braking will then be handled just by the regular brakes, and they may get overtaxed, overheat.

In almost EVERY day-to-day driving case, there's no need to use B. It's detrimental to mpg, reduces the battery charging too.
