What are these dandruff like things?

    Had not wash my 2014 Prius Plugin for a long time. It was covered with dust.

    After washing, these dandruff like or some plastic showed up on the roof.

    if they dont come off looks to me the clear coat could be compromised.

    Yes it's the clear coat failing.
    Contact a body shop or two.
