water valve issues?

My water valve does not have any power to it. will this affect the engine circulation or just the drawing out water from the heat storage tank? It is a 2008 Prius with 350,000 km water pump and thermostat have been changed as well as the water pump belt. I have done the recommended act of putting the car in maintenance mode putting a tall funnel in the rad neck ( filling it almost to the top) and cracking the air bleed screw enough to have air and coolant come out. Ran the car for a little over half an hour with the heater on full blast. Around town it throws heat but once on highway it blows cold air. All parts are OEM and i still get a gurgling sound in the dash. No trouble codes come up. I have checked for power at the water valve ( the three hose one) plug and there is nothing while the car is running. Is this also part of the engine circulation system?

    Thanks in advance.

By 'my water valve', do you mean the 3-way coolant flow control valve (CFCV)? How have you determined that there is 'no power' going to it? It normally only runs at startup and shutdown, so most of the time there will be no power going to it.

Have you checked the heater flow pump situated at the rear of the inverter?

Update, took the car to my local toyota and had them check it out. Hvac heater pump is working. they took it for a drive with a scanner hooked up and it shows no codes but the temp drops at highway speed, Mech says that it indicates stuck open thermostat. So i may have gotten a bad themostat from toyota, just waiting for warrenty one to show up and try again.

Replaced thermostat and same issue. I am still leaning towards a bad HVAC pump.for the heater core circuit. My thought process is as follows:
    1. No codes come up from Toyota scan
    2. Engine does not over heat so coolant is flowing through engine ( thermostat good)
    3. Heater core was replaced this summer and throws heat driving around town ( not plugged).
    4. diverter pump located next to inverter pump is brand new and lines are hot to the touch at operating temp.
    5. Mechanical ( belt driven)water pump is brand new as well
    6. Burped the system for a good 30 mins to remove any air.

AFAIK, the electric heater pump is only used in situations where the ICE is off (but is hot) and the HVAC ecu is calling for heat.

What temperature does the thermostat open at? What are Engine Coolant Temperature readings around town, and what do they "drop to" on the highway? Any gurgling or swishing noises from the dashboard?
