Either somebody has a narrow view of his worldwide company or he was misquoted. Since all the Prius line sold in the US s imported from Japan and some US Toyotas are manufactured in Canada & elsewhere I sincerely doubt that 90% of the steel used in US-sold Toyota vehicles comes from the US. It is possible that 90% of the steel in US-produced Toyota vehicles comes from the US, but consumers only look at the product available to them.

If you really understand what is going on.........and often I suspect that scant few really DO.......... Imposing steep tariffs on anything not only tends to get more orders for the domestic product but it allows the domestic producers to raise their prices too. This should come as no surprise to anybody who understands what Trump really is all about. Price increases "trickle down" too.
