If a Toyota Prius 2007's doors won't open when using the key fob's unlock button and assuming that the key fob is working fine, does it mean that the 12V-battery is empty, or that the hybrid battery is empty?

12v as the hybrid isn't even online till start is pushed. Should have a key on fob (release tiny latch to release) use that key to gain access go thru back seat to jump/charge 12v

there's a safety release for the hatch door once you are in there, or you can put 12 volts on the jump point

It is easier all around if you unlatch the hood once you've gained entry to the car by way of the physical key and attach a 12V source to the jump point, as bisco says in his post above. This allows you to unlock the hatch, and then you can start with your diagnostics of the 12 V battery to find the problem.
