I plan on driving my 2010 prius up the west coast from San Diego to Portland in early January. Does anyone who's driven through Oregon in the winter think I'll need any kind of chains? I was told by a couple people that it shouldn't snow up there, and they keep the roads maintained in the mountains. Any advice would be appreciated, thanks.

Just don't drive up Mount Hood in the snow:

Those pole markers are so you can find the edge of the road...

If driving 101, then no. I-5 then you could run into snow.

On I-5, chains may sometimes be required on Siskiyou Summit, but the road reports should make that clear well before you get there. Most of the time chains will be unneeded.

On the rare occasions when chains are required in the lowlands, you don't want to drive there at all. And likely won't be able to, because of the congestion and blockages caused by tens of thousands of unprepared vehicles stranded in the road.
