I had a 2007 Prius and the speedometer erred by +6%. The agent said it can't be fixed. Now I have a 2012 Prius and the speedometer error is +9%. Now the agent says that Toyota allow up to 10% error. Is it on purpose, to show better milage , increase service fees etc.? Or is it just poor quality ?

In what country are you located?

That much error is abnormal for North America, but appears to be within the norms for some other markets. A UN trade regulation frequency reposted here, covering much of Europe and parts of Asia / Pacific, does allow that much error.

Here in EU I can report that speedometer is around 10% off.
Odometer is calibrated with minimal error, I measured with GPS error of 0.7%, funny thing is that GPS shoved 18.83 km and TRIP shoved 18.7 km, this would suggest that MPG is 0.7 % better than calculated from TRIP/ODO distance :)
