    Installation may only be cost effective on very busy roads, but I was thinking more along the line of plugin hybrids and lazy people. If such a device was installed in your garage floor, and there was a power pickup under your plugin hybrid, you wouldn't have to actually plug your car in. This would be very convenient, just park and the car charges itself.

    Of course there would be a conversion loss...
