Smart Key Reset fails on techstream

Hello, so I am in a all keys lost situation. I lost the original key for my 2013 Toyota Prius three and after extensive research and downloading techstream and the drivers manually for the mini vci cable, I tried to do the smart key reset since that's the only way to add a spare fob I have(that isn't virgin I think it's a fob I lost, got a locksmith to reset and add a new fob so this fob isnt registered to my Prius anymore but it was only registered to mine before)

But anyways, after waiting 16 minutes the smart code reset fails and just asks me to try again. I tried this about 20 times literally. I can't turn the ignition on, but I thought pressing the key switch and make it pop us as key detected makes a connection to my car which it does but I notice after some minutes clicking in and out of the smart key registration that it says lost connection then it reconnects. So I'm not sure if it's my Prius, the connection is getting messed up, or what and the courtesy lights trick doesn't work.

Can anyone please help or give some advice? Is there a different way to maintain a connection from the ECU to techstream with all keys lost and the ignition off, or am I completely out of luck trying for nothing?
